The process of creating and implementing plans, programs, and projects to sustain and enhance watershed functions that affect the plant, animal, and human communities within a watershed boundary.; Planned use of watersheds in accordance with predetermined objectives through the control of the quality and quantity of water, and the effective human use of water resources within the watershed.
