Developing a Social Expenditure Monitor for Yemen

Given Yemen's need to improve the process of monitoring and managing social spending and make policies more equitable, efficient and effective, ESCWA held on 5 and 6 September a consultation meeting about developing the Social Expenditure Monitor (SEM) for the country.
 
Representatives from governmental entities and international agencies discussed the concept of SEM, its methodology, and ways to tailor it to Yemen’s context, as well as data availability and mechanisms of compiling data for Yemen's SEM.
 
The SEM, developed by ESCWA, helps Arab States assess the efficiency and effectiveness of their social policy expenditures, and provides them with the information needed to reallocate resources to the sectors most in need of development, while aligning with their macro-fiscal policy objectives.
