Introduction to quantitative analysis for evidence-based social protection policymaking

This training manual is a learning tool produced by the Economic and Social Commission for Western Asia (ESCWA) to complement the training curriculum on Quantitative Analysis of Social Protection Programmes (and is not a self-learning material).
It comes with files containing the symbols and datasets used to explain the different contents. It can also be used to refresh trainees' memory.
The manual presents the Social Protection Programme Rapid Assessment Framework (SPP-RAF), which enables low-cost regular assessments to inform policymakers of the key points affecting the effectiveness and efficiency of programmes.
It comprises of two parts. The first one aims to provide a comprehensive overview of the statistical software used to implement the SPP-RAF. The R statistical program was selected to this end. Due to its great flexibility and features, and being an open-source platform, the R statistical program is becoming increasingly popular in the development of quantitative analyses, which usually requires standardization of large data sets and generates massive reports.
The first part of the manual provides an overview of the electronic program, while the second part discusses the different steps of the SPP-RAF at the conceptual level and presents the related tools and codes needed to implement it.
Finally, to improve the link between concepts and actual application, all examples of implementation of the SPP-RAF are based on a hypothetical country with a social protection programme that needs to be evaluated.
