An accident or incident that takes place during loading, filling, carriage or unloading of dangerous goods and that is subject to reporting by the loader, filler, carrier or consignee to the competent authority on the territory of which the accident occurred, at the latest one month after the occurrence, in accordance with international instruments on the transport of dangerous goods.
