Strategic priorities for the Arab region ahead of the 4th International Conference on Financing for Development

The fourth International Conference on Financing for Development, which will take place in Seville in July 2025, is a historic opportunity to tackle systemic inequalities in the global financial architecture that have long constrained sustainable development in the Arab region. Without urgent reforms, these systemic constraints will continue to undermine economic growth and resilience.

This policy brief presents a ten-point advocacy agenda aimed at driving systemic reforms. It prioritizes strengthening domestic resource mobilization, optimizing public spending, improving debt sustainability, and enhancing tax enforcement. It also puts forward measures aimed at unlocking domestic and international private capital, bridging climate and trade finance gaps, and fostering regional financial equalization.

Advancing these priorities at the conference will serve as a catalyst for a more inclusive, equitable, and responsive global financial system, and for sustainable long-term growth in the Arab region.
